I had a friend who would harass people like this. I realized that he was only attracted towards people who were on some level receptive towards him. Instead of just ignoring him people would invariably escalate things and even to the point of following him after we already started walking away. I think most of them are deep down excited to be getting attention and enjoy the confrontation. The easiest way to deal with this guy would be to just ignore him and walk away. I guess he is pretty persistent but even then, once they engage they seem to almost gravitate towards him. The first chick followed him outside which was entirely unnecessary. Second chick seemed like a genuine lunatic.

I think people who harass random strangers are subhumans but on a subconscious level these people know how to pick their targets. They know beforehand from body language and subtle tells which people will give them they type of reaction they want.
