Serial killers get caught before they ever become as prolific as the ones from the 70s-90s because of advances in technology. It's much easier to kill 30 people at once now than it is to kill 30 in succession.

BECAUSE THERE WERE NO MASS MURDERERS BACK THEN AND THERE IS NO SERIAL KILLERS NOW. It's been said that many of the present mass murderers would've been serial killers back in the 70's and the 80's. Simply because it was easier to be such back then, due to less developed investigation methods. These days, again, many of those who could become serial killers otherwise, won't be able to do it, as they GET CAUGHT BEFORE THEY KILL MORE THAN ONE OR TWO people. It's due to environmental change really.
