Sure 5% is very likely, but the generally accepted transmission rate for female to male is much lower than that, even without prep. Your chance of getting HIV from a positive female is nearly negligible with prep, and even more so if they were on HAART and had a negative titer.

The baseline odds of getting HIV from vaginal sex is like 1/2000. If prep reduced the chance by 90%, you're looking at 1/20000. I think that's a perfectly acceptable risk.

Now if you were a gay dude taking it in the ass it reduces your risk from 1/70 to 1/700. That's still a bit risky especially if you're taking it in the ass every day, but pretty safe to do once in a while.
