Based on my observation, no. Because honestly, girls with really big boobs like the one in your fucking thumbnail are relatively rare where I live, like maybe 1 in 60 or even 1 in 80. The vast majority of women have a C cup of sorts. Bullying works best when picking on deviants. This may be the flat-chested girls in anime, but in the real world, large-breasted women ARE the fucking deviants. If a woman with large breasts picks on a woman with small or no breasts, then at best she'll come across as insensitive, at worst as a vapid, image-conscious, narcissistic bitch. Other women won't like her, and frankly, most men won't like her either.

My high school class had about 110 girls to 100 boys. Of the girls, there were maybe 5 whose breast size was greater than 3.0 standard deviations from the average breast size. If anything THEY got bullied, for being "slutty" and "trying to show off to all the guys". One girl reveled in being the school slut, but the others were really embarrassed by it. One was sort of a friend-of-a-friend and I remember her mentioning how tiring it was to hear a constant tirade of bullshit from girls with more "shapely" breasts. Not like the bullying really worked. She eventually found a nice boyfriend though, now married with a kid on the way. I'm envious of her husband desu.
