It's more nuanced than that. According to classic Catholic thought, in your first case, even if your person were to go to heaven his gliss is of a lesser degree than those who NEVER committed such heinous acts. In the second case, (also in classic Catholic thought) God is analogous to the Good thus in a way the man is in pursuit of God even if he doesn't outright believe in him (in the faith sense). Thus while not believing in God is morally wrong, whether or not he is damned or not is not cut and dry like you state.
