Too much security everywhere. Between camera's, tracked and linked databases including purchase information, and you could probably say because of more chems in the water and food meaning more brainlets when it takes a real keikaku mastermind chad to pull this shit off without getting caught. The victim class has substantially declined in size.
Serial killer victims used to largely be made up of closeted young gay males and streetwalking female whores. A serial killer could pick up a hooker, drive her somewhere, and kill her - and it would be months or years before anyone noticed or cared that she was gone. That kind of prostitution has sharply declined in the US in the last 40 years. Homosexual serial killers would pick up some young gay kid at one of the closeted gay community's "secret meetup" places, and no one in the kid's family would have any idea where he had gone when he disappeared. All of those guys are out of the closet now and all their hookups are tracked in the Grindr database.
The Ted Bundy type killers - the ones with the balls and smarts to grab normies off the street - were very rare. And the others, the ones who preyed on outsider groups, have lost a large percentage of their prey.

The first answer to this thread should have been because DNA/evidence has made huge advancements and it's almost impossible now to get away with even a single murder.

Even in first world countries there are still unsolved murders.
In the UK for example only 80%~ of killings are solved so there is still room for serial killers to operate.
Remember, if they're good at what they do law enforcement won't be able to link their murders and won't become aware of them as a serial killer.
