I don't think it's a fear of rejection so much as the average female has never NEEDED to actually express interest in a potential partner. All they have to do, given they find a potential partner "satisfactory" is just NOT reject them. 90% of females have never developed the skill of approaching (hence the shyness) someone because they way the sexual marketplace works, they have never had to, they just have to witness the competition between other males and then accept the winner with open arms/legs.

Women have what they call dualistic mating strategies. Let me go into some background.
Before DNA testing men generally wouldn't have any way of know I'd a kid was there for sure, most communities were small and homogeneous and so the kids would all have the same racial traits and characteristics. As a result, women could cheat and have offspring from multiple partners and get away with it-IF they didn't get caught. If they did, there would be hell to pay. Social ostrasization, lowered status or even physical retribution or even death. You still see this shit happening today.
The benefit though is big. If you have only one partner and he has a genetic defect, let's say a heart defect, or a deathly allergy or a weaker immune system than others, your offspring would inherit this and your chances of passing on your DNA would be greatly decreased.
Now, this is minimal close up, but as you go to the edges of the spectrum this compounds over time and a 1 digit disadvantage to survival quickly turns to two and over time this you get weeded out.
So back to the dualistic mating strategy:
Women have been proven to be attracted to more masculine faces and features around time of ovulation, and softer, more feminine faces the rest of the time.
Why? Probably because this allows the best options for survival. You get the strong "alpha" type to create strong hunter babies to survive but then you have "beta" types to help provide them a home and shelter to survive in. This gives her the biodiversity for her DNA for greater success, while also providing the safe and stable homestead to raise them in.
Now, when I designate alpha and beta it's not one is better than the other, they are different, and each have there place. That's it.
Alphas may have a lot of partners, but the ones that have a family are typically the betas.

Now back to the point, the only way this can work, generally, is if the women do not get caught. Who wants to raise another person's child? A lot of men, I'd say most, instinctively do not. Go ask single mothers what dating is like, and I bet they'd say it's harder, not easier, than when without a child.
So, overtime, the women who were subtle had the best chance of diversifying their genes and having those children grow up in a stable household. Those with this skill would be much better off than forward women who had a lot of kids by different men, but no stable partner, and more survivability through diversity than the ones that were only and always monogamous.

You have roughly twice as many female ancestors than male ancestors. As a male you can impregnate a ton of women, as a female you can only be pregnant with the seed of one man at a time (disregarding weird stuff). You also go infertile at a certain time point and you lose attractiveness fast.
So for males it was (is?) a great strategy to simply express interest in many females, while as a woman you should be picky. What if you are pregnant and someone with better genes comes along? What if you wasted your 15-30 years on the wrong guy?
The other result is that women never really needed to approach guys which is also the reason that women never evolved to be funny.
