IMO you have a great base. Get to lifting. You'll get beginner gains as long as you do anything, you'll learn what you like and what works good.
Build your program, or pick a program off of Squat, Deadlift, Bench, OHP(Dumbbell or barbell), Rows. As a beginner you won't even need more exercises than this. Work upper body 3x per week, lower body 1x or 2x per week. After you've run through your beginner gains in a few months, you'll have learned enough to know what to do or what program you want to follow.
Fitness is not that complicated. Going to the gym consistently and a healthy protein diet will have you look better than most people in you in 6 months. Don't forget to sleep.
I'll fucking lay this out for OP. I went from 25% bf with no muscle to 8% with 12 lbs lean gain in under a year, so I know this situation. You clearly have no muscle on your body, even under that fat. So you're going to pick either a cut or a bulk. Depending on which you pick you're either going to be even fatter or even skinnier in the short term, the important thing is pick one that you're okay with and fucking stick with it. You aren't going to start feeling and looking better until you switch from losing to gaining or gaining to losing, but when you get there after probably 4-6 months or so, you're going to be great. When gaining, don't fall into the trap of "I can eat whatever as long as i get the protein", eat fucking clean. Count your fucking calories. Beginner routines are all the fucking same thing in the end, just pick one and just fucking stick with it. And no, you aren't smarter than the person that made it, just do the fucking program. This next one is up to you in a way, but I actually recommend no cardio to begin with. Your primary goal is muscle growth and anything you do that could possibly hinder that, like burning extra calories in the event you don't eat to make up for it, is worse for you. However, if one of your immediate goals is cardiovascular health then go for it.
If you're wondering what I did to get out of the situation, I gained weight first. Yes, even at 25% bf I chose to gain weight. I worked SL for some 5 months and gained about 20 lbs before choosing to lose. Around the time I started losing weight, eating 500 less than my SEDENTARY tdee per day, I switched to PHUL. I did zero cardio until the tail end of my cut, about the last month or so. >Should I even bother if my genes are piss (I. E. Body Frame) Fuck off with this attitude. Do your absolute best every day and do everything your power to make your best today better than yesterday's.
