Not saying that at all, not necessarily failures, but people that wish for more in their lives for themselves or their family, whatever reason, and can't have that for the job they have or can do here in Mexico, and even if they are failures in Mexico, maybe they can have better lives and gain more money for what they do here but in the USA.
