Most people cant put their arms straight up, take your shirt off stand sideways to a mirror and put your arms up you might find that even you cant put your arms straight up.

Since we're on the subject, what's the best way to correct mobility issues? Mostly interested in shoulder mobility and hip mobility since I can't OHP, and I can't hinge my hips far enough for my hands to reach the standard DL bar height. Not without my back rounding anyway. Any input is appreciated.

Not OP. I assume I have mobility issues in these areas because I've bent over to pick up stuff all my life instead of hinging at my hips. And I've never really had to use my shoulders in the way that an OHP emulates.
Does this stuff really require a doctor? I thought there were mobility exercises to help fix this.

If your arms straighten past what you see in that pic you posted, then you absolutely can OHP.
If they can't, you need to start stretching.
Doctor will check if something is super messed up and probably refer you to a physical therapist. Not being able to OHP or reach the DL bar is really bad. Bad enough you may have more serious problems.
