there is cheaper equipment but if you want to lift 200+kg using a barbell you will need a barbell made out of good metal
that said, you can get buy with a safety belt & chain builders use and self-made weights.
fasten the belt, attach weights to the belt, stand on blocks, squat -> belt squat
fasten the belt, attach weights to the belt, get on dip/chinup bars -> weighted dips/chinups
grab the belt, attach weights to the belt, stand on blocks, deadlift -> retarded deadlift
etc etc
weights can be made out of concrete but they will be unwieldy and you will need to cover them in some kind of tape or fabric-like material because concrete will chip off and crack quickly
belt and chain can hold a lot of weight, the biggest issue is mostly getting into position with the blocks, you'll need tall blocks or inverse r-shaped blocks because the concrete weights will take up a lot of volume
It's actually much cheaper than many other sports. Consider cycling, crew, sailing, triathlon. Only running and bodybuilding is cheaper
But newsflash, to have a hobby, you need disposable income. If you don't have that, you have other priorities in life beyond the self actualisation of sports.

That's cheap af compared to many other sports. WHen you have your set, that's all you need. Consider something like hockey, football, tennis etc where you have to pay for the season, new gear etc. In the long rung oly is cheap.
