Assuming your a female yes it is possible.
You would need to diet down to a BMI of 18. This can be done by CICO. Find how much you need to eat to lose 2 lbs a week. Lower calorie intake when you fail to lose for a week, if your on a period then don't count that week.
Focus on doing cardio everyday and do weight lifting. Full body workouts, try to go as heavy as possible with weights. Deadlift, Squats and OHP.
Diet is probably going to be the most struggle. You should look at vegan diet. Don't do juice fast as you don't want to be drinking calories. Instead eat plain cooked potatoes or baked potatoes, without anything on it you will get full from it.
Then you can have a body similar to hers.
