When you can traverse the whole city in a minute, going upstair is kind of a big deal.

You are meant to think Whiterun is a large city and that walking in to see the Jarl is something not everybody can do. The point of this interaction with this npc is to create immersion, but it falls short because the idea is so ridiculous. There is nothing stopping you from talking to the Jarl ever, even in the beginning, and Whiterun is extremely small.

This nigga acts all smug when he lives in an attic.
