Depends on genetics, I was in the navy with a guy that had huge delts and traps and he wasn't on gear, if I saw someone that had his level of development on Instagram I would assume they were shooting up. That being said, probably something close to your pic is what's achievable for the average person, most people don't have the willpower and dedication however.

I legitimately would say Greg O'Gallagher. Been lifting since he was 14, I believe him that he never took any gear. He looks great but I'd say that's as natty max as you can get.
Steroids were first developed in the 30s, as a treatment for depression, and started being used for performance enhancement in the 50s, starting with Warsaw Pact Olympic weightlifter. They were legal back then, so there was no reason for users to hide it.
So any western athlete in the 50s and earlier is probably natty and any from before the 30s definitely is.
