The real id isn't a new id, you just give extra info to the DMV like birth certificate and shit, then they give you a new drivers license with a color changing star printed on it (some states it's a different shape, CA is a bear). I never really understood this about the US. Most countries have an ID given to every citizen regardless of what state they're from. It's just a national ID, same for everyone. Simplifies everything.

Each state is basically its own sovereign country, with laws at the federal level mandating each state respect the laws of each other state. Were it not for the Social Security pyramid scheme, there would be no federal ID system, just IDs handed out on a state-by-state basis, with states deciding what the requirements are for one. Asking your question is like asking why the EU doesn't hand out European IDs to every resident of an EU member-state regardless of which country it's from.
