Nigger has a different meaning nowadays. A nigger is any piece of shit that does nigger stuff. Commonly associated with the blacks, because many are niggers, but many more are not. I live in an all-white country and there are still niggers around. You don't say 'nigger' unless you really mean to insult somebody. Even if you're black, you don't use the hard R.
'Nigga', however, is the more friendly term that only blacks can use in public. It has historic connotations and is a development of the word that evolved through the black race. It is their word.

Similarly to this, when a person who is involuntarily celibate calls themself an 'incel' is only describing facts. It is a term that this community formed and is used as something objective, as a fact.
The problem arises because the normies took this word and turned it into an insult. Twitter warriors call everyone an incel. The issue here is that, unlike nigger/nigga, there is only one way to spell incel.

In short, normies misunderstand the word 'incel' to be an insult and thus misuse it. That is why I think unless educated, only incels should use the word incel. (The parallel you can draw here is being given the 'n-word pass', where a member of the black community allows a non-black person to use the word 'nigga'.)
