It's still going strong, the newest chapter of New Testament should be out early next month, and S3 of the Index anime is still moving along. To be honest though, ever since I fell in love with Misaki, I've been caring less and less about Index. Outside of the moments that Misaki appears in NT. Honestly can't wait for S3 of Railgun later this year.

Well, the anime is kind of weird. It cuts out stuff from the light novels, and it can make the story a little difficult to follow. But yeah, you should try getting back into the anime. IIRC, the Index manga isn't too far behind the anime. But both are very well behind the light novels. As for Railgun, the manga is about two arcs ahead of where the anime ended in S2.
