We have the very same kind of problem in Russia. Its not that bad in cities, but in villages its quite a problem. In very distant ones sometimes its the only thing people do to earn money, They strip down everything that remained after the Soviets and then the village just dies out eventually.

In our cases it happens mostly to electric wires. Not too often though if the place is not very distant and partially deserted.

back in the commie days we had this company that would collect dead animals throughout the county to be incinerated
they were transported in open trucks and in the summer you could smell it from kilometers.
