It's called Pathological Altruism. She wants to help, but the helper also has to be realistic as to what is the best way to help people from an objective standpoint. Kind of like trying to help a guy with PTSD by dragging him into a club. It just makes the symptoms worse.
I believe in helping refugees too, but what's equally as important is finding out the reason why they're leaving their homelands in the first place. That way if it gets sorted out, refugees can still have a safe place to fall back to if all the refugee camps across the border either get filled up, or the problem (such as a war or conflict) crosses the border.
Just like guys in Papua New Guinea who have to deal with constant flooding. It wasn't solved by going somewhere else, but by understanding what was going on and building tree houses 200 feet in the air to avoid the flood waters. WW2 is another example, but I'll get too Jow Forums for mentioning Allied intervention.

Really pathetic, compared to Japanese homeless people. At least they still try to look decent and out of the way.
Personally, some homeless guys will have to be given "The Talk," so to speak. It's fine if they have a meal to feed them, but the soup kitchens can't feed everyone in the whole world. We all work as a community to help the city, and they have to do something to pitch in. Even if it's just cleaning themselves up, polishing their shoes, and saying "hello," like any normal person would.
But the trash and erratic behavior is way too much.
