I never actually finished the manga, so I don't know everything I guess. But I thought whoever used the deathnote couldn't go to heaven or hell. I'd stay away from that.

The correct answer is to kill high target criminals and have all of them say that god has returned. After people are paying attention to the deaths you say that you're going to kill corrupt politicians and other people with power unless they reveal everything they've done wrong and face the consequences. After that tell everybody that none of their religions are right then never use it again. I doubt this will permanently change the world but it's worth a shot.
