It means that you either generate or buy gaseious HCl, bubble it through sulphuric acid or a bottle packed with calcium chloride and then through your toulene extract.
The hydrochloride salt of methamphetamine should not be soluble in the toulene, precipitating neatly as colorless crystals.

The chemistry in that route is basically "throw acid on there until the alcohol group of the ephedrine" goes away. The reason you use hydroiodic acid (HI) over HCl or HBr is that iodine is a weak enough nucleophile that it doesn't substitute the protonated alcohol.
It's one of the few ways to actually make the stuff cheaply enough to sell.

Of course if you're a big boy you can just do a total synthesis from benzene, but that shit is too expensive, so you won't be able to compete.

The only difference between ephedrine and p-ephedrine is the stereocenter on the alcohol and the adjacent carbon.
in ephedrine it's (d),(d), in p-ephedrine it's (s),(s).
Methamphetamine is biologically active in both the (d) and the (s) enatiomer, so which one you eliminate the alcohol from LITERALLY does not matter and a racemic mixture will also do.

If I really wanted some meth I'd do it the big boy way:
Start with 1-bromo-2-hydroxy-propane, perform Friedel-Crafts alkylation by using substoichiometric amounts of your alcohol in benzene using AlBr3 as a catalyst.
Isolate the product, purify by recrystallizazion.
The 1-phenyl-2-propanol is then oxidized with Pyridinium Chlorochromate to the 1-phenylacetone. Isolate, purify.
Lastly you perform reductive amination, so you take the 1-phenylacetone, throw in some methylamine, followed by sodium borohydride and you're basically done.
3 steps from commercially available precursors.

Of course, you also need to synthesize the methylamine, because buying that will get you landed on a watchlist, but that's like 2 steps and you can do it on a big scale.

Realistically though, you couldn't do it unless you could also come up with a synthesis on this level on your own.

Canada user here. Getting relatively pure ephedrine is not actually a problem here. You can buy it super cheap at health stores and there's no regulations on buying it like there is in the states. It's fairly pure too, they come in these bottles that say "Kaizen Ephedrine - Nasal decongestant" and there are no other active ingredients in it. The only thing is you might want to gradually accumulate your stockpile over time so as to not raise any eyebrows.
