You have absolutely no muscle just fat thats why your bmi is somewhat normal. Just cut hard at a 500 calorie deficit for a few months, then you can consider bulking depending on how well you did.

Do what you want but i would recommend bulking first unless you're a megafat. You will look better as a strongfat than as a twink

10-12% bodyfat is the goal. For you, that would be around 60-65 kg. Fast for 3 weeks or so, then slowly add to up to maintenance for a couple of weeks. Then start bulking

I used to have a shitty homemade schedule that mostly worked my arms, so my legs are far behind now. Also I can deadlift all the weight I own(2.3) for reps, so it's probably a bit past that
