Why does my body fat seemingly fluctuate by like 10%?
Some days I can see the outline of my abs
Other days I look saggy like I don’t even lift.

I was at least 115kg/250lbs as a kid (22 now). At 210lbs you shouldn't have much if any to worry about unless you're short or something.

Its really noticeable if you get into a plank/push-up position or just bow at the hips, it'll hang off of your stomach and you can tug and pull at it.
