I was logging workouts with and without smoking and I would workout high and felt like I did so much and felt great.. and then look at the numbers and I did like 70-80% of what I could do sober

I doubt it will affect your gains but personally for me it kills my motivation, makes me want to eat unhealthy food, makes me want to watch porn and kills my stamina for cardio stuff. I might just be really weak to it though since I know dudes who smoke more than I do and still lift. If it does affect you negatively though I wouldn’t suggest doing it anymore.

You can workout high if its a light day, high reps with submaximal weight. But an intense workout with heavy weights is impossible.

For a bodybuilding type split with alot of monotonous submaximal work, sure it could work, actually it might make it more enjoyable. But no chance in hell you can do something like Texas method while high. Ive done both, and if im going to smoke i do it after the workout or on a rest day.
