The designer didn't have a lot of space to work with, so they decided to take advantage of the space that was available vertically.

I really like townhouses, especially those in NYC. There's just something magical about looking at all the intricate designs interwoven into a city street. Also, what style are the buildings from FO4? Those look pretty cool too.

making all that space inaccessible because of some idea that green = good. Not very functional.

Well hold on. The entrances and exits are still there. It still has enough floor space and all. They only put plants on the perimeters and unusable surfaces of the building. I think it's beautiful. Of course maintenance for that is probably a bit of an expense but the effect it has is breathtaking. It's a very nice contrast to the imposing coldness of normal cities, you have to admit.
