In order to keep the population from declining, each and every person must on average have two children. Given that some people are gay and some people are infertile, the burden on the remaining people is greater. If we also consider the fact that it is immoral to require someone to pay for a child that isn't theirs, we therefore land at a conclusion where if you require a license to parent, you will only end dis-incentivizing parenthood, and placing a much greater financial burden on those that remain.

It's simple, really. Are you straight and fertile? Have two kids with someone. Will there be some people born with bad genes? Naturally. But that's life. Deal with it. I've been saying for years that there has to be minimum requirements to breed. Not just minimum IQ or attractiveness (both are necessary) but also a minimum income as well. The income would at least be average or above average. Also, no mentally ill people, no people with serious criminal records, no people with serious genetic diseases in their family. Screenings of course, would be in place for all of this. Mental health screenings, such as the kind for gun purchases. DNA tests. The works.
