All of the upvote criteria that most people generally think are good things are a smokescreen for agreeing/disagreeing with the government. Doing charity work and visiting relatives are biased in favor of people who are already wealthy enough to have the time or energy to do so. Joining cults is a downvote because cults are threats to the state. Spreading rumors is a downvote because, even though that's literally what this entire system is, the state wants to be in control of which rumors get spread around. Insincere apologies is a downvote because the state doesn't want people who aren't completely compliant. "Positively influencing one's neighborhood" is vague as fuck and probably means something like ratting out your neighbors and spreading paranoia whenever you can. "Heroic acts" are similarly vague.
The only legitimate downvote imo is the drunk driving part.

Worse, when the "norm" becomes keeping your score maxed out, any deviation from government favor means all those positives turn into "positives only for everyone else" (aka negatives).

A few years after its implementation, you better hope you've completely fallen line and hold a 1300 score. Otherwise you can say goodbye to any prospect of a job, loans or even a decent tax rate. Now even looking for a job is impossible, what with restricted access to public transportation, license for private transportation, public housing and even fucking bicycle rental. God help you if you get sick, because now you're behind the millions of other people with perfect social scores on that hospital wait-list. You can't buy food, pay rent, travel, or even go to the god damn gym. Your life is now completely fucked.

Here's where it gets worse. After your score plummets from 1300 to 600 through a negative-reinforcement feedback loop, it's actually near impossible to get out of the low end of this scoring system. Without money, housing or travel ability, how are you supposed to visit your elderly parents? Help your community and the poor? Donate to charities? Build good credit? Now you can't even afford the proper nutrition required to regularly give blood, even if you wanted to. Better start committing "heroic acts", ie. putting yourself in life-endangering situations to protect the 1300s, because that's just about the only option you've got left to even attempt to start to escape from this hellhole.

TL;DR: When a perfect score becomes the norm, all of those positives suddenly become negatives for anyone less-than-perfect. The system is built to put dissenters on the bottom and keep them there forever.

The solution to this is to have scores max out around 1100-1150 for regular people. To progress beyond 1150 you need to do something exceptional. Contributing to society with inventions, being a doctor, performing a heroic act, etc. Having 1200 score should mean you're better than average, 1250 should mean you're an exceptional individual with 1300 being an elite. Stuff like donating blood should basically just be to balance out a minor offence like jaywalking. Oh, you jaywalked? You're going from 1100 to 1085, better book an appt to give so you can go back to sitting at the 1100 baseline. Maybe even a delayed update, i.e. you have a couple days to fix your score for minor offenses before it gets pushed live, so as long as you're willing to repent you don't actually get punished severely for minor stuff.

Minority groups start at 1200 instead of 1000. They lose half the points for transgressions (a crime that would cost 100 pts for a white is only 50 pts if committed by a black) and good actions are worth twice as many points (probably more considering 2x is likely too small a modifier to keep them above 1000)
