In a technical aspect, it was the pinnacle of GTA. The largest, most densely packed world map with 3 huge, distinct cities. Many easter eggs, many activities, much customization. I only played it back then so I can't say if you'd like it, but for that cheap price you can't mess up much. Just know it revolves around African-American ghetto culture and parodies it a lot, so if that turns you off, stay away.

It's better than V imo. I miss the days when GTA used to require you to play the story to unlock certain parts of the map. It makes it feel a lot bigger.

Yeah most street gangs are started by literal middle schoolers. You can tell by the stories they have of how their rivalries started.
