It makes no sense to most men, but I beleive for women, they beleive they are empowered when they can be sexy whenever they want, however, they dont want unwanted or creepy guys checking them out. The average height of women is lower than that of men, so when women go out shopping together the amount of cleavage visible appears less than it does to the (on average) taller men. Even non-lowcut shirts that are slightly loose can easily show a titty if the guy is tall enough and the girl is short enough.
Also, you think women are designing these shirts for other women? Men are designing them for profit, and profit alone. Sex sells. The (desired) male attention from lower cut shirts incentivizes women to by more of them, risking some undesired attention in the meantime. This creates a positive feedback loop that keeps the fashion industry fat and happy. Given enough time, especially in a country already fairly devoid of a cohesive cultural identity, this ongoing money cycle will create a subsect of the consumerist culture in which increasingly scampy clothes is not only normal, or even encouraged, but expected. Women born several generations into this cycle are fucked, taking on the social debt accrued by their predecessors, in the same way men do with other aspects of fashion and society at large. It's all, 100%, completely, always about money.

The individual woman had no control over the clothing industry (see complaints about pockets) but she's still expected to follow the standards and adhere to it to be considered professional. Most clothing does not fit disproportionally busty women so they "show off" even more.
