The penalty for counterfeiting a $5 bill and spending it is much, much greater than the penalty for stealing $5 worth of merchandise, even though either way the seller is only out $5. It has to be that way, because counterfeiting threatens the entire system, so it requires a brutal punishment when detected. What this woman did threatens our entire delivery system for food, so she must be brutalized using any legal methods available - even though the actual loss is only a single $2.99 tub of ice cream.
