Cup size is also dependent on band size.
I'm a 26 E / 28 DD and my boobs are medium small.
But most guys don't realize how bra sizing works, even a lot of girls don't and wear poorly fitted bras.

Its not, bras that only come in 32-38 AA-DD (like Victoria's Secret) only fit a small subset of people and yet women all think they must be within that size range
I'm very petite but not at all flat chested and could never find bras that fit me well because the band was always too big and/or the cups too small.
My underbust is 25.5 in and bust is 31.5. Now that I know my true size my bras and they're actually comfy and supportive and it's wonderful.
