There may be IQ differences in certain people, sure. There needs to be some questions answered before taking those explanations with a face value.

Like what is the level of the education system in the countries with low IQ people? How does the (mal)nutrition affect the IQ? If possible, we should take people from these nations in "lab controlled environment", fix those things that'd affect them in their "natural habitat" and see how the IQ would change in children brought up in optimal circumstances (aka typical western standards).
