Youth don't have enough connection to the culture to stay and make their country better? What is the cause of this and what is the solution?

When i was in college i had two roommates which were from romania. From how they described it it seems like an interesting place.

well it’s understandable.most people want to live a good life and if their home country can’t offer it they just move.
i don’t see any real solution.almost all politicians from prime minister to local councilor in some godforsaken village is corrupt.but the bigger problem is the mentality of the people who are like mindless zombies that believe all the crap politicians fed them
