This is also not feasible. Do you expect ISPs to audit websites themselves? Or will people have to apply for their servers to be audited, and then their addresses to be added to the database? What about servers that have dynamic IPs? What about when a server changes how it operates, or an address in the database is given to another server. Will ISPs be expected to keep a rolling audit over their entire database?
This would not only gut any software that relies on p2p, but what about non-HTTP services as well, how will connections to those be handled? This is way too much work and is not sustainable.
TCP/IP was designed to be decentralised, forcing some stopgap centralisation on the protocol will never work.

When you send a HTTP request to a server you are uploading data; how the server interprets this, and what it decides to do with this is entirely up to the server. It just so happens that HTTP is standardised, so most interpret it in the way the standard intends, because it makes things easier; but that doesn't mean the server HAS to do this.
