Up to 9 mm a year in northern Finland

If you really want to talk seriously about it, it was a one-sided war in more ways than one. The north removed the rights of many northern people (the suspending the writ of habeus corpus, for example, is the most prominent one - it allowed Lincoln to jail literally anyone for an indefinite amount of time without trial, and anyone who dissented and disagreed with the war was jailed for, well the remainder of the war. It also allowed for many hangings without trial.) and the north illegally blockaded the south for 4 months (which, no matter if a foreign power or domestic, was prohibited by the constitution.) among other things. Such war crimes (if they were called such back then) were not equally commited on the southern side. Certainly the south had its fair amount of issues... slavery, for one... but still.
