Why should every nation have its own language? Should Spain be split into 5, Finland be split into 2 and should India be split into 20something (can't be bothered to check the number)? And should all English speaking countries be annexed to England, and the native american reservations in the US become independent? Plus many of the countries you marked in red have their own language. Ireland has Irish, Belgium has Flemish, Belarus has Belarussian, Bosnia has Bosnian and Montenegro has Montenegrin. Switzerland has Romansh. I don't know if Moldova, Cyprus, Austria, Liechtenstein or Kosovo have their own varieties, but even if they didn't, that map is not really very reliable

Depends on the context and the relationship between ethnicities within a given country, obviously. If other ethnicities want out, they should be ablt to get out. If there is a common interest for them to stay united, they should stay united.
