Okay, I'll explain to you what he meant by "eroding democracy". There are no more actual elections in Russia, not on any level. Presidential elections are a complete joke. In most cities, mayors are appointed, not elected. Mayor and governor candidates need permission to participate in election from the municipality officials. The ruling party, "United Russia", has the majority of seats in the municipalities and the country parliament, they have the power to accept and decline any proposed law or candidate. The only media where you can hope to find any news that can put the ruling party/Putin in anything other than positive/neutral light are some radio stations, some local newspapers and websites that aren't blocked by Roscomnadzor. Do I have to continue?

All officially registered political parties in Russia support Putin. LDPR, SR, KPRF - if all so-called "opposition" parties support him, United Russia doesn't have to branch off.
Even if they weren't pro-Putin, United Russia still wouldn't have to branch off, because it already has parliamentary and municipal majorities.
And all anti-Putin parties are just denied registration.
