I think the answer is simpler than you'd think, but difficult to pull off. Remove welfare, discontiue foreign aid, and digitize currency so every transaction would have to be made through a bank. The last part wouldn't stop all crime or under-the-table payments, but it would make it infinite times harder to do without being caught.
