See, here's the thing about Jow Forums. It's incredibly monotonous. Between any two arbitrary days, you'll find the same types of threads filling up the board. People are either just content regurgitating the same old tired content, or they're not confident Jow Forums is willing to join in on any creative endeavours they desire to pursue.
Jow Forums is like a club room, people were either intrigued or bored enough to give it a shot and join in on the activies, but as time went on it ceased being about the "what" and more about the "who". It is both a blessing and a curse, to have the potential but waste it doing absolutely nothing.

Regardless, if you start something interesting, users are likely to flock in and join in on the fun.
