If you could just start calculating pi from any given offset, sure. Unfortunately, if you could do that, you've not only broken mathematics, but probably even physics. So, you're forced to either store a local infinite precision copy of pi, which would take an infinite amount of memory, or calculate pi on demand until you reach the offset, which could potentially take more time than the expected lifespan of the universe depending on the offset.

Also, the offset would undoubtedly be larger than the size of the file itself, so there wouldn't be any real compression.

It could never repeat and at the same time not contain for instance any specific set of 10 numbers
