It definitely spinning although I haven't checked the thermal paste at all since I got it 3 years ago

Ok, your CPU voltages/power are fine, and from the speed of your CPU fan it seems it is just a thermal conductivity issue. (Your heat sink isn't making good contact with the CPU)

Or clean out the heat sink if it's absolutely caked. But "absolutely caked" should still be better than 71C idle so it's probably the paste.
You can blow it out once you take it off to replace the paste.

It is way out of spec (max should be 5.25V) but the CPU doesn't have anything to do with the 5V line and his other voltages are in spec, so it's probably just a poorly designed PSU.

It's not actually at 75C, it's just reported that way because of some retarded fucking system AMD used to report temperatures with the Kaveri line.

Instead of reporting actual temperature in degrees, it shows the temperature margin, and that makes the regular temperature programs show incorrect numbers.

You need AMD overdrive to see the accurate readings.

Honestly I'd check your fans bro. Open up your PC and boot it, see if the fans go.

Honestly while you're at it, go ahead and give your PC a good cleaning with the air duster. Remember to keep the can level to the ground to avoid moisture buildup.

If that doesn't solve your problems, then yeah go with thermal paste.

Try undervolting it, my 7650K can do 4 GHz at 1.225V, stock is 3.3 at 1.312V
