It's the opposite. ping.exe is used in .bat files as 1 second delay tool (the IP address doesn't matter, all default delays are equal).

I think only windozed cripples would use it on*nix.

timeout is quite new, it's only been a standard feature since 7
and it's not even suitable for 1 second delays, since it works off the system clock, so specifying 1 seconds just means "the next second", which could be immediate

I remember reading that some big outfits who managed to run out of space in 10.0.0.0/8 were using 11.0.0.0/8. Which got allocated to the DoD ages ago but was never publicly routed. Until one day it was and things blew up. Squatting on addresses like that always bites you one day.
