we have fiber only in certain neighborhoods in certain cities (israel). outside of those ( which is 99% of the country), the highest amount of upload you can get is 5Mbps with a cables company, or 3Mbps with any telephone line company.

Best result I've ever gotten. I think it's advertised as 16 down/up. Right now it's more like 5 down 9 up, but this is really an exception, it's not normally this slow.

This is using the hybrid router?? Croatian Telekom is owned by Deutsche Telekom (same like in most balkan shitholes) so we have the same magenta crap. Here they give out hybrid routers if your landling cannot handle 4mbps + 4mbps for IPTV, and how it works is you have 100 gigs of uncapped LTE speeds and after that you're back on adsl speeds.

Yeah, hybrid router. Mine is a full 16 Mbit (when I reach that speed) flatrate.

I find quick data caps even more useless than slow flatrates. Back in college I had 100 Mbit with 100 GB a month, and before that at home I had pure LTE with like 50 Mbit and 25 GB a month.

I have Magenta turbo 50/10 via VDSL flatrate, fibre by Telekom is only available in apartment buildings so I'm out of luck. But i cannot complain cause i torrent a shitton without using any sort of VPN because, unlike in Germany, Telekom doesn't give a fuck and I've never recieved a warning (>1TB a month).

I live in pretty populated area of Berlin and a rather expensive apartment despite there isn't a single provider that is able to deliver more than 100mbit to my address.

Monitoring isn't done by ISPs in Germany either, it's done by copyright lawyers who then get a court order for the ISPs to give out the personal details corresponding to your IP. Just gotta stay away from the popular stuff on public trackers, or stay away from public trackers entirely.

This is a very shitty way of measuring internet speed. My tests are always at 30/90 where I can get 150/100 on direct download transfer. Half of the results here are BS.
