Looking for a good cheap cpu cooler for my new setup. Am4 socket, ryzen 7. I used the stock cooler in my last builds but do other coolers come with thermalpaste? Do you get a syringe or is it already on the cooler?

if you want to hit 1080 with decent results go for a used 280x, not sure what you would cut with that sort of budget though, pretty sure they go for around $100 used
