Technically if you can mount a sufficiently large cooler on a GPU, any model you choose can be made fanless. There's a company called Calyos that makes a huge case that itself is a heatsink, and using some heat pipe wizardry can pull heat away from even a top end system with a threadripper and titan xp in it.
