That VFA movement has had more skilled labour thrown at its adjustment and testing than any regulated balance movement has probably had thrown at it in 45+ years. It's such an anachronistic watch.
There are rumors of them doing one next year for the 50th anniversary. I don't know how many they'd be able to sell in steel for 2x the price of a regular hi-beat, but since when has that sort of thing ever stopped them before?

I'm not sure there's a single dress watch in your budget I would buy over a vintage piece from the 1960s and a service. I don't see what dress watch your going to find in that price bracket that's better than an Omega 564 chronometer in very good condition plus a service.

Posting my H357 again while I clean it up, lots of gunk in the lugs and strap. Came with a two part stainless Bear strap, a little too thin but it wears nicely and doesn't rattle. Has a clasp like a Casio A168 but made of thicker metal. Movement is solid. No wobbling, dead-on accuracy.
If you are looking into Casio or Timex's retro-styled watches, know that you can get vintage Seiko digitals in the exact same styles with metal cases, Hardlex crystal, and highly accurate, adjustable movements from the height of the quartz revolution for not much more money than a brand new Casio. This one cost less than $40. So long as you can put up with or appreciate 35+ years of aesthetic wear, they are much better watches for the money.
So what's the story behind this watch? Why would anyone buy anything Chinese?

The seagull 1963 is a watch that uses the Seagull ST19 movement. The movement is popular as a very low-cost mechanical chronograph. It is based off tooling for the Venus 175 that the Tianjian watch factory bought to produce chronographs for the chinese air force in 1963. It is in some sense a swiss movement with chinese QC. Unsurprisingly, there can be a number of QC issues with the watch, but when they work they're pretty decent. The smaller size and vintage style aesthetic also makes them popular. They've been used in a few microbrands but the 1963 is the most popular. They're fun little watches if you're into chronographs.

Further to The Seagull 1963 is currently the cheapest (in terms of cost) column-wheel manual-wind chronograph available, and as there are several different places where you can get them, there are as a result several options that you can buy in terms of look. QC varies depending on who cased the movement. HKED regulates and services all of his before shipping, but I can't verify if anyone else does.
But if you're looking for a 1960's style chronograph that is essentially unchanged (in movement and in aesthetic), you can't go wrong. It's priced >$400, sometimes >$300 depending on the supplier.
Mine has held to +2 seconds/day for the past 2 months, and I'm curious to see how long it lasts. The movement is known to be reliable (if well serviced or in good shape), so for me it has been an excellent watch so far.
