I think this seems like overall a good system. China seem to be a little be strict with their people. Which is a good thing. Who determines that your driving is bad? Is it the amount of speeding tickets/DUI's you have? How many times you're pulled over?
Is the social score only lowered by things that involve breaking the law? Because we already have a system like that in place for criminals. Having a lengthy criminal record can prohibit you from getting certain jobs, living in certain areas and so on.
