OP is probably claiming the review was payed off my Intel to make Ryzen U look bad. Wouldn't surprise me if it were true.
I can't read German, but they didn't seem to do any extensive testing beyond a synthetic (where Intel wins simply by having higher clock speeds) and measuring power consumption in one scenario. Also didn't test the graphics performance as far as I see.
