They probably can't. Don't know how the new motherboards will perform and don't know about their new CPU either but current AMD motherboards and CPUs have a hard time running 3000 MHz with most kits. Some what related, they don't tell us what timings are used so it's hard to say how much the RAM they used matters for the performance numbers (2400 can be faster than 3000).

Well, they can. 99.9% of people who buy their products aren't going to overclock - even if they buy the K parts. But if you prefer random bluescreens over a stable system then you can get more out of overclocking Intel chips.

I believe all of the ram that runs that fast is b-die. I have a middling 3600 cl16 kit that could do 4k and I'm sure they sell these same chips stock at 4k.
Even on intel I got a massive FPS uplift at 1080p going from 2400mhz to this kit, like 20fps average.
