Yes. It's a common tactic these days to buy cheap i5 Optiplexes and outfit them with low-profile GPUs. They're not great, but they make adequate low-end gaming rigs.
Installing something like a GPU won't fuck with the OEM. Anything beyond that will, generally.
I should also mention that you can find newer machines with Haswell i5s for fairly cheap, just not as cheap.
Bought a full tower Optiplex 3020 for $150 and installed Debian with no issues. Only has two RAM slots compared to my previous Optiplex 980, but has USB3 and DP out from the motherboard.
If you don't need real high end, used Dells or HPs off ebay are great.

You can get them with 4GB RAM for $110, so $140 with 8GB isn't a huge steal. (unless you simply count getting a freaking sandy i5 system for that cheap to be a steal, which it is)
If that's a mini tower and not a small form factor then it's worth a little more.

I recently bought an old i5 office machine (ThinkCentre) for 50€. Also with 8GB RAM. Deals like that come and go all the time, usually several pop up at once, old offices gettings rid of their "old" shit.
Popped in a low profile (only low profile slots available, it's a desktop, not a tower) Quadro GPU. Runs macOS, pretty much innately as it's 100% compatible hardware.
Also popped in an SSD as boot drive and replaced the optical drive with another HDD and run two HDDs in RAID too.
